I don't think they're scandalous but for someone who is trying to have a wholesome image pulling your shirt down to show your bra and up to show your stomach is suprising. It's not really what she's doing just that she would let people take pictures of it does not seem wise.

Sooooo sad about Emma but mostly it makes me furious at the photogs! Didn't the caption state that she was out for her 18th birthday party?! So the second they can't get in jail for trying for a skirt shot they pounce on her! I'm sure she wasn't expecting that and certainly wasn't used to it! I feel terrible for her and those bastards should be beaten like a rented mule!!!
