The distinction here is, there's a HUGE difference if they're 19 and 28 or if they are 32 and 41.

It's not a smart thing to do, but it happens all the time and doesn't reek of any more desperation than mid-life crisis men hooking up with teenage girl, or Spears trying to sell her charade of a happy life with this skanky teen-age boy who might be hitting everything he can, because at 19, most guys are not ready to settle down no matter how much money or how big of a house she has.
