Ashton is such a whiner. My neighbors had to repair a roof and the workers were there at 6 am it was annoying but I understood. Seriously not everything revolves around you Ashton.

4IBC - International Building Code states that construction may start as early as 6am. Generally one neighbor notifies the other of construction or the city instructs the applicant to post a sign advising of the construction.
Here in SF construction may start at 7am and if you get a wavier at 6am. And it can continue until 8pm. After 8pm work has to drop to a noise level equal to someone listening to a walkman in a private bedroom. Even if its within the home. Did some work for San Francisco's Department of Building Inspection who issues building permits and such - and I ended up reading the IBC and the SFDBI and Los Angeles County construction codes. The have the same constraints.
Aston and Demi - whiners. I'm sure they've had construction done at their home that has disturbed the neighbors. Only their neighbors may not be famous and not able to get on gossip sites and news site whining about legal construction activities.
