Miley Cyrus continued to be an unstoppable teen force this year starting with her second album,
Breakout, in July 2008. She had three box office hits including the
Hannah Montana movie. She was even nominated for a
Golden Globe for her song "I Thought I Lost You" recorded for the
Bolt soundtrack. This is her first year on the list coming off a 2008 in which headlines like her
scandalous photos put her on the map.
