22While I AM a fan of heavy weight lifting for sculpted arms (there's really no such thing as "toning," just losing fat), I think a woman actually looks better with a little bit of fat on them. It's not that Jess's arms are big, but that she has very little fat on them so the muscles really pop out. I agree with the above poster that she looked better with a little cushion on her.
