Found the hat! It's the "Lothians Tam" hat from Anthropologie and it retails for $98. A little steep for the topper but it looks so darn cute on Leighton!

She plays a devious little debutante so well that it's hard for me to remember that I don't really hat her in real life. Love gossip girl! Cannot wait for this episode

This is my favorite new show too! I love it. The writing is excellent. The names of the characters alone are great.
