That's a crappy apology. He still has to get his digs in about Beyonce having the best video of the decade and how he's a fan of "real pop culture" (as opposed to what?). Whatever. He's a tool. Just keeps proving it over and over and hopefully this will be the proverbial straw that breaks it.

Something that does puzzle me though - how does Beyonce win Video of the year, but not best female video? If her video is the absolute best of the year, which is indicated by the Video of the Year award, how is hers not the best of the female category?

Oh please, it's not like he walked onstage as she was accepting "Best New Artist" at the Grammys. It's a VMA. I doubt that as a child, Taylor Swift was dreaming of winning a VMA (despite what she said). It's a non-award, on par with a People's Choice Award. I wish people would stop acting shocked that Kanye West did something bizarre and move on.
