It's not a tattoo. Not a new one, anyway. With a new, she wouldn't be out in the sun. It'd be covered up. It could be henna, it could be a mark, but it most likely is not a tattoo (I'm a tattoo artist and have lots, I should know).

I don't think anyone has the right to judge anyone else. I think what Miley does is her own business, and if people don't like certain photos of her DON'T LOOK AT THEM!!! And why is every teen celeb considered a role model? Who made that rule? I know for a fact that as a teen I made tons of mistakes and no way would I like all my dirty laundry aired for everyone to see. No one's perfect and everyone makes mistakes so what gives anyone the right to judge someone else. People shouldn't be so cruel, especially to a teen girl. I don't think she's hurting anyone, but if some people are offended by her in some way, then I suggest those people shouldn't pay attention to her. If you don't go looking for certain photos that might offend you then you won't get offended.
