Not sure how to do the netting, but I've had good luck with looking for "feather pads" at the craft store to start with for fascinators, and just using a large gymnastics clip underneath. The pads are just feathers laid out nicely and stuck to fabric. They really do make a good starting point. You can add other feathers, ribbon, whatever, with a hot glue gun.

Can you do a how-to on making a feather and veiled fascinator? I want to make one for my baby sister's prom, but I don't know where to start.

This is fun, but I have a feathered headband from Forever21 that was about $5.50. I'm not sure about the DIY-cost-savings there.
