I'm only 5'5" and I have a long dress similar to that kind (w/o the big accent on the waist), but it sure flatters me. Just wear heels and walk tall, head held up high and you look tall. I think ,even 5'4" is not short

The '70s were not a good time for fashion unless you were drunk/stoned at Studio 54 - these reinventions of old styles, still not working for the average person. Unless your built like Heidi Klum (tall, skinny and perfectly proportioned) then this is going to look like your playing dress up in your mom's old nightgown. (*you, as in general you, no one specific person).

I would say- it depends on the chest size...if the chest is flattering and you do good alterations to the bottom, you should be able to pull it off and it should elongate you.
