Carew Wilks said at a news conference in Baghdad's Green Zone.

Sounds good but some homes in Baghdad still get only 3-4 hours of electricity a day, the average in the city is 10 hours. Can you imagine any of us living without electricity 14 hours a day? No fans in the heat, no radio or t.v. for information?
