From what I've seen living abroad, that is because many countries, including Ireland, do not celebrate St Patrick's Day the way we do. In Germany, it is only growing b/c of the many American Armed Forces that live there. Even in Ireland, they are only growing more in spirit for the March 17th holiday b/c of tourism from many Americans traveling there. I think (in my humble, personal opinion) the best place to celebrate for St Patrick's Day is in America!! :) It's also why I believe the Prime Minister of Ireland is in America for the holiday. Makes sense.
