I can't say anything about that certain lady's situation, because maybe she invited people that barely knew her, but I do think you have to bring a gift if you go to a wedding. Even if it's something hand made. If you can't even afford the littlest thing, you can at least use your time to make something or give them a coupon for a home cooked dinner or something like that.

No, they aren't optional. I know the polite thing to say is "no, of course I don't EXPECT wedding gifts," but (almost) everyone would be miffed if they got married and didn't get any gifts. It's socially polite to give a wedding gift.
