Ask, and ye shall recieve, Giggle! ....did some listening to the full-length version. The show is "Chick-a-go-go" and the artist is called Monotrona/Monotrana (I have seen it spelled both ways). She is a Japanese singer/musician/performance artist. Her musical style is part video-game music, part-pop, but she also has pieces which contain some spoken word. The following quote was taken from a blog at: http://www.digitalmediatree.com/tommoody/?19538 "Joey, a Mechanical Boy,” which was described as the "fourth in a 14-section work called the 'Fourteen Imitations of Man.'" The story--told in music and dialogue, all performed by the artist using a variety of accents, vocoderlike filters, etc." (Turns out there is a whole musical genre centered around this sort of melding of retro video sounds and music.) So..sort of a video-game focused Japanese Bjork. As for the show itself, its harder to find out exactly what it is. It sounds like the announcer says "Chick-a-go-go", of which I did find is a play on the word "Chicago" and there is a corresponding local Chicago cable-type TV station. Since the announcer in the full length version has an American accent, its entirely possible that is where this was shown.
