Its never a good idea to pet a tethered dog. They can feel trapped because they know they can't run. Personally I'll wave and say something like "Hello baby" or "Aww, look at the puppy!" but I never pet a dog without its owner's consent and if its tethered it probably because the owner isn't around that moment.

I always ask to pet the dogs and give them love when the owner says it's okay. Pet - when I vacationed in San Fran last year - I was so intrigued with how many people take their dogs with them when running errands and would leave the dog to wait outside while they ran in to grab something at a shop. And the number of cafes/restaurants that allowed people to eat at the outdoor seating with their dogs.

I ask the owner first and then pet if it don't bite. If its a stray or a neighborhood dog you can usually tell by the dogs behavior whether its friendly or not.

yes, i say hi to pets. i don't try to pet them without asking though.

I do "ooh" and "Aww" over other dogs, but rarely pet one. I'm a big fan of dog shows where you must contain yourself and not touch the precious ones, so it's become a habit to pass by them, but stare. My Bella LOVES when people and kids come and talk to her though, so maybe I should start petting other dogs. Can't hurt. :)

I don't live in a city where dogs are left alone like the one above, so when in the park or on the street I always approach dogs in the park and on the street when the owners seem friendly and give them love. I love when people do the same to my dog since thats all he wants in life!

When I'm running -- all of the time! I stop and ask the owner if I can pet his or her dog... and one time, I petted a bangal cat on a leash :)

If the dog is tethered like the one above, I usually squat down at a safe distance and see if the dog approaches me (in the friendly way). Then I go in for the smooches. If the dog is with it's human, I always ask before petting.
