While it's not the safest thing to do for a couple of reasons — including the risk that he'll jump out and that bad things can get into his eyes, ears, or mouth — I still see it all the time. If my dog was half out of the window like the dog in the pic, I would NEVER let her stick her head out the window. My doggie usually sits in the back seat with just her head out and she loves it so I let her do it only when I'm driving 35mph or less.
