Savvy Community: I Want to Help My Sister Get a Student Loan!

My sister is a sophomore in college and needs some additional tuition money. I volunteered to co-sign a loan, but we were rejected twice (we applied through two different options). I'm surprised that that happened because I have co-signed on one other loan before for the same amount or more and it was approved. I did start a new job and have only been there six months and my sister doesn't have much credit history. I am thinking about calling them to find out why but I was first wondering if anyone here has any advice or thoughts on what went wrong or what we could do differently? She needed that money, like, yesterday. Or maybe there is some other (reputable) bank or loan program we could try? Thank you!
