As the chilly Winter temperatures dissipate, the city is reinvigorated with life — oh, and with sweltering heat that's only magnified by the densely populated nature of the streets. The designer was spotted wearing quite the breezy ensemble, pairing a white balloon-like blouse with black wide-leg trousers and finishing the look with a simple pair of black sandals by The Row (which sister Mary-Kate was also seen wearing). We seriously can't help but obsess over her parachute-esque top, which she styled by rolling the sleeves, tucking into the front of her pants, and allowing the back to billow out from behind.
