Campgirl84 is right, #3 is definitely the hamstrings and not the quads.

plus, the muscle image shown when the answer is revealed are hamstring muscles...!

question #3 does NOT work the quadriceps. the image depicts a hamstring curl, as the pad sits behind the ankle (vs. in front), which means the joint action is knee flexion, not extension.
