Compared to vaginal or anal sex, oral sex is fairly low risk, but it certainly isn't no risk. But because pregnancy is not an issue, the risk of transmitting HIV and HPV is low, chlamydia and gonorrhea are curable, and herpes needs to be either active or in its viral-shedding phase to transmit, it's easy to shrug off oral sex as more or less safe. Of course, it's less safe than we'd like to believe, but are you concerned enough to use condoms?
