"I am a really big fan of liquid makeup because of its staying power," said Vincent Oquendo, a celebrity makeup artist whose clients include Hailey Baldwin, Winnie Harlow, and Karlie Kloss. "When I think of a liquid product, I think long-wearing, water resistant, and waterproof."
