The seats are designed for babies who can sit by themselves around 6-7 months, so if you plan to use it with a newborn or an infant, an accessory like the infant seat insert ($35) can be purchased. While many tandem strollers have different weight limits for the top and bottom seats, both Mockingbird seats accommodate children up to 45 lbs.
