In my opinion, the key to the perfect New Year's Eve dress rests in two oftentimes conflicting truths: it must be more fun than a dress you'd typically wear to a party (i.e. an out-there color, an unexpected print, a dazzle of glitter), and it must keep you warm. Go as short as you're comfortable with, and add a thick pair of opaque tights.
