As a pro makeup artist who has one too many times found myself touching up smudged concealer or ruined by dusty eye shadow during application, it makes sense to conceal the under-eye area last. Not only will it help clean up any color fallout, but it will also be that last step to brightening the under eyes, allowing any light-reflecting ingredients in the product to shine through. If concealer goes on first, there is a good chance that foundation and powders will end up on top of it, which will dull and lessen its brightening power.
