He uses the right-hand row of shadow colors on the palette, first going in with the light blue color (second from top) as the transition shade. He takes the color into the crease and also creates a slight wing. Then he takes the top darker blue shade (third from top) to darken out the crease. Next James takes the darker blue shade (fourth from top) to deepen all the shades together. He then takes a little bit of black shadow to blend out the outer corner of the eye and wing.
Finally, he uses the Kat Von D Lock-It Concealer Crème ($26) for the cut crease then packs on MAC Reflects Teal Glitter ($22) to make the eyes pop.
