Dressing up as Billie Eilish was a 2019 Halloween favorite, and Harper Beckham executed her costume perfectly. In an all-white outfit with blue hair and black tear-like makeup mimicking the special effects from the "When the Party's Over" music video, the little Beckham looked just like the "Bad Guy" singer herself.
