It turns out that wasn't a normal part of the episode — it was a real-life wedding proposal between Tim Russo and his very shocked girlfriend, Jana Rugan. Tim orchestrated the whole thing by telling Jana they were cast as extras, and then getting a staff writer on the show (who happened to be his close friend) to write the proposal into the finale.
