Morgan Elsbeth (Diana Lee Inosanto) is the former Magistrate of Calodan. During the second season of "The Mandalorian," Morgan hires Din Djarin to kill Ahsoka, but they team up to take her down instead. After the fight, Ahsoka demands Morgan reveal Thrawn's location. Morgan is then arrested for being an Imperial sympathizer.

In "Ahsoka," Morgan works with Baylan Skoll and Shin Hati to prevent Ahsoka from reaching Thrawn, and they're intent on getting to him first. Elsbeth comes from a coven of Force-sensitive witches known as the Nightsisters. Most of the Nightsisters were killed during the Clone Wars, but Elsbeth intends to rebuild their order.
