Step #1: Prep the Eyes
Ultrapigmented eye looks call for an eye shadow primer to hold the color in place. "Dab a touch of the Urban Decay Cosmetics Original Eyeshadow Primer Potion ($12, originally $24) over your lids, to prep for 24-hour wear and crease-free eyeshadow," Adam said. "The polymer technology fills in any imperfections on the skin's surface, so it's a must before any eye shadow application."
Step #2: Conceal Under Your Eyes
With all eyes on you, a little concealer can go a long way. "Apply Tarte Cosmetics Shape Tape Contour Concealer ($27) under your eyes to brighten and to hide the appearance of fine lines and dark circles," Adam said.
Step #3: Apply Your Neon Shadow
Armed with the brightest neon palette you can find, like the Lime Crime Venus Vivid Pressed Powder Palette ($38), pick what look you want. "Depending on what eye look you want to create, use a brush size accordingly (for example, a neon corner crease, I would use a wet liner brush)," Adam said.
