But if you've never experimented with neon makeup before, your collection may be severely lacking in options — after all, a bold neon eye shadow palette isn't exactly a staple for most people. Step #1: Prep the Eyes
Ultrapigmented eye looks call for an eye shadow primer to hold the color in place. With all eyes on you, a little concealer can go a long way. "Apply Tarte Cosmetics Shape Tape Contour Concealer ($27) under your eyes to brighten and to hide the appearance of fine lines and dark circles," Adam said.
Step #3: Apply Your Neon Shadow
Armed with the brightest neon palette you can find, like the Lime Crime Venus Vivid Pressed Powder Palette ($38), pick what look you want. "Depending on what eye look you want to create, use a brush size accordingly (for example, a neon corner crease, I would use a wet liner brush)," Adam said.
